Symbol of Evil

Remnant from an ancient war, this entity was created for destruction and then imprisoned for his effectiveness.


Two empires raged war for control of their planet and created weapon after weapon of mass destruction.


A group of liches known as the Dark 17 offered its help to one of the empires in return for magical secrets and items. Never intending to honor the deal, the Dark 17 used its new resources to attempt and make a monster unlike any other.


After decades of research, the liches discovered many ways to implant powers into a specimen, but never a monster capable of handling more than a few. They weren't satisfied.


Tomura Shigaraki, a child orphaned during the war, was found and raised by the liches for his unique will-power. Though young, the boy was liberated from all restraints and sought only destruction of what he hated.


After years of training and being brainwashed by evil doctrine, the liches made the young man undergo hellish pain for months as they augmented his body.


It was better than imagined. Not only did Shigaraki survive the treatment, he successfully accepted every power the liches put into him and mutated to create a new one--All for One.


After ending the war by destroying both empires, Shigaraki killed most of Dark 17. It wasn't long after that a god of the planet banished Shigaraki to the Plane of Carceri to live out the rest of his days.

Traits

Adaptability Shigaraki's body constantly reshapes to fit the situation he is under. At the beginning of each of Shigaraki's turns, he gains three resistances until the beginning of his next turn. As well, he can remake one saving throw to an effect he is under.

Super Regeneration Shigaraki regains 60 hp at the beginning of each of his turns as long as he has 1 hp remaining.

Legendary Resistances (5/day) If Shigaraki fails a saving throw, he can choose to succeed instead. This cannot be used on saving throws to maintain concentration.

Magic Weapons Shigaraki's attacks are considered magical for the purpose of overcoming weaknesses and immunities.

Enhanced Reflexes Shigaraki has 3 different reactions that he can use each once per round. He can use multiple a turn but not to the same trigger.

To Ashes Any creature that takes necrotic damage from Shigaraki must succeed a DC 27 Constitution saving throw or their hit point maximum is reduced by an equal amount.

Creatures killed this way are reduced to ash.

Antimagic Weakeness Whenever Shigaraki is in an Anti-magic field, he cannot use any of his powers including Super Regeneration or Adaptability. He still has the same stats however.

If targeted by Dispel magic, the caster can attempt a DC 27 spell check. On a success, Shigaraki can't use his powers until the end of the caster's next turn.

Indomitable Will If Shigaraki drop to 0 hit points and doesn't die outright, he can make a DC 15 Wisdom saving throw to drop to 1 hit point instead. Each time he uses this feature after the first, the DC increases by 5. When he finishes a long rest, the DC resets.

Actions

Multiattack Shigaraki makes three Decay attacks and uses Fearful Presence. Shigaraki can replace any Decay attack with two Rivet Stab attacks.

Decay Melee Touch Attack: +19 to hit, reach 5 ft., one target. Hit: 44 (8d10) necrotic damage.

The target takes 6 (1d10) necrotic damage at the end of each of its turns due to the Decay spreading. Each time Shigaraki hits the decaying target with this attack, the damage dealt by the spreading Decay increases by 6 (1d10). Any creature can take an action to remove the decaying skin with a successful DC 15 Wisdom (Medicine) check. The spreading Decay also stops if the target receives magical healing.

Rivet Stab Melee Weapon Attack: +22 to hit, reach 60 ft., one target. Hit: 26 (2d12 + 12) piercing damage. These black/red metallic-tentacles can come from anywhere on his body.

Frightful Presence Each creature of Shigaraki's choice that is within 600 feet of him and is aware of him must succeed on a DC 24 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the Shigaraki's Frightful Presence for the next 24 hours.


Action

All for One Shigaraki begins to siphon a power from a creature he is grappling. Over the next three rounds, if the creature fails a DC 27 Wisdom saving throw each round while Shigaraki maintains the grapple, they permanently lose a spell they know or a power-like ability while Shigaraki gains that ability. If it is a spell, he can cast it 1/day at 9th level (+16 to hit, DC 24).

Horrendous Decay (2/rest) Shigaraki cannot move or take any other action as he concentrates for two rounds before placing his hands on the ground.

At the beginning of each of his following turns (as long as he doesn't lose concentration or take any other action), his decay spreads across all surfaces for 300 ft. in every direction. Creatures within range of a spread must succeed a DC 24 Athletics check to outrun the Decay for a round.

Any creature that is touching a surface within range must make a DC 27 Constitution saving throw taking 231 (42d10) necrotic damage on a failure and half as much on a success. A obscuring dust cloud fills the space 30 ft. above every surface affected.

Shigaraki can continue to spread this decay up to 6300 ft. away (21 rounds or a little over 2 mintues). Shigaraki also chooses who and what is not affected.

Reaction

Repel Whenever a creature enters within 15 ft. of Shigaraki, they must succeed a DC 27 Strength saving throw or take 21 (6d6) bludgeoning damage and be knocked back 60 ft. On a success, they just take half damage.

Protective Decay As a reaction to an attack being made against him, he can make a competing attack roll. On a success, he uses Decay on the projectile destroying it or Decay on the creature if it was a melee attack.

Melee attacks still hit Tomura unless the creature was killed by this reaction.

As a reaction against a spell being casted against him, he can attempt to decay it (Counter Spell: +10 to his spell check). On a success, the spell is destroyed.

Reflect and Scatter In Reaction to being targeted by a magic missile spell, a line spell, or a spell that requires a ranged attack roll, Shigaraki catches it. Shigaraki reflects the spell in up to 1d8 different directions or makes 1d8 attacks against separate creatures.

The attack rolls and or save DCs are based on the original caster. The attack rolls have disadvantage and creatures have advantage on the saves.


Legendary Action (3/round)

Shigaraki can take 5 legendary actions, choosing from the options below. Only one legendary action can be used at a time and only at the end of another creature's turn. Shigaraki regains spent legendary actions at the start of his turn.

Move Shigarki moves up to 50 ft. on the ground or 25 ft. in the air.

Slam Melee Weapon Attack: +22 to hit, reach 5 ft., one target. Hit: 25 (3d8 + 12) bludgeoning damage.

Explosion (Two Actions) Shigaraki releases an explosion from his hand. Every creature within 40 ft. must make a DC 24 Dexterity saving throw taking 14d6 fire damage on a failure and half as much on a success.

Search (Two Actions) Shigaraki magically sees the location of any creature he has ever seen if they are within 6 miles of him.

This vision goes through objects and Shigarki learns any Vulnerabilities, Resistances, or Immunities that creature has.

Air Blast (Two Actions) Shigaraki releases a blast of wind. Creatures in a 120 ft. cone must succeed a DC 24 or take 42 (12d6) bludgeoning damage and be knocked back 90 ft. Strong winds blow in a 1,000 ft. cone.

Radio Waves (Two Actions) [Recharge 6] Shigaraki unleashes a 1,000 ft. cone of disrupting energy. Any device or item that runs on electricity or magic becomes disabled for 1d4 rounds. Whenever a disabled magic item is attempted to be used, the user must succeed a DC 24 Wisdom save or the magic item is still disabled.

Shigaraki can also cast message to any creature within the area of effect.

Regenerate (Three Actions) Shigaraki regains 40 hp if he has at least 1 hp remaining.

Spring-Like Limbs (Five Actions) Shigaraki launches from a surface up to 600 ft. in a straight line and makes one Decay attack.

Immediately after he launches, a thunderous boom sounds, and each creature within 40 feet of the space he left must make a DC 24 Constitution saving throw taking 9d10 thunder damage on a failed save, or half as much damage on a successful one. Thunder can be heard from a 1000 ft. away.
