It does not cost extra movement to descend or ascend in the water when taking this action.

Megalodon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. Megalodon regains spent legendary actions at the start of their turn.

Bite (Costs 1 Action) The Megalodon makes a bite attack

Dive (Costs 1 Action) The Megalodon takes the dive action and makes a boosted tail attack on one target

Flail (Costs 3 Actions) The Megalodon Violently flails it's body everywhere, making a tail attack on every creature within 15ft of the creature.

Legendary Resistance (Costs 1 Action) If the Megalodon fails a saving throw, it can choose to succeed instead
