Amphibious. Dagon's drowned can breathe air and water.
Dagon's Blessing. While fully submerged in water Dagon's drowned's speed is doubled, it ignores difficult terrain, and and it suffers no speed penalty for moving a grappled creature.
Grappler. A creature grappled by Dagon's drowned has disadvantage on Strength (Athletics) and Dexterity (Acrobatics) checks made to escape the grapple.
Spider Climb. Dagon's drowned can climb difficult surfaces, including upside down on ceilings, without needing to make an ability check.
Actions
Multiattack. Dagon's drowned makes two attacks: one with its fish hook and one with its tentacles.
Fish Hook. Melee Weapon Attack: +6 to hit, reach 5 ft., one target. Hit: 10 (2d6 +3) slashing damage.
Tentacles. Melee Weapon Attack: +6 to hit, reach 15 ft., one target. Hit: 12 (2d8 + 3) bludgeoning damage. If the target is a Medium or smaller creature, it is grappled (escape DC 14). Until this grapple ends the target is restrained and takes 12 (2d8 +3) bludgeoning damage at the start of each of its turns. Dagon's drowned has many tentacles, but they can only grapple up to two creatures at a time.

The sea can be a cruel mistress, and working on the sea puts sailors and fishermen at her mercy. Those lost overboard will often drown, though occasionally those drowning souls may let out a desperate prayer or plea for salvation. Dagon preys upon these souls, offering continued life for a small sacrifice. Their eyes, which then turn red and become part of his demonic visage.
Man Becomes Monster. The false life granted to these marked men turns them into monsters, not dead, but no longer human, they become Dagon's drowned, servants of the demon prince used to drag other seafarers into the depths where they can meet their fate, or make a similar deal as the drowned.
A Blessing and a Curse. Dagon's blessing warps his servants bodies into a cruel amalgamation of sea creature and man, with a palid grey skin and tentacles not unlike an octopus where there were once legs. These tentacles offer the drowned rapid ambulation, both in water and on land, though their speed truly shows when retreating to the depths to drown their victims.
